ABOUT TKBB


The Participation Banks Association of Türkiye (TKBB) is a professional public institution established by the relevant provision of the Banking Law. The TKBB is the main representative of the participation banking sector in Türkiye and works with the government, regulators and other stakeholders to increase public awareness and understanding of the contribution the sector makes to the Türkiye economy. The TKBB has a range of working committees to support member banks’ priority issues and also conducts extensive training programmes. 


All participation banks in Türkiye are required to be a member of the TKBB within one month of obtaining a banking license. 


The main objectives of the TKBB include the following:

 

• To defend the rights and interests of participation banks within the framework of a free market economy and the principle of full competition in accordance with banking regulations, principles and rules.

• To work for the healthy growth of the banking system, development of the banking profession and improvement of competitive power.

• To ensure that necessary decisions are taken, implemented and demand to be implemented for the creation of a competitive environment.


LEGAL FOUNDATION AND STATUTE

The Participation Banks Association of Türkiye was established by the Banking Law dated 04.10.2001 and No. 2001/3138 regarding the enforcement of the Statute of the Association, which was at that time named as the Association of Special Finance Houses.


Following the Banking Law No. 5411 dated 01.11.2005 and the Statute of the Association No. 2006/10018 dated 28.02.2006, the Association received its current title of the Participation Banks Association of Türkiye.

TURKEY'S MILESTONES IN PARTICIPATION BANKING

2024
  1. The number of our members increased to 9.
  2. Dünya Katılım Bank started its operations.
2023
  1. 1 participation (Dünya Katılım Bank) and 2 digital participation banks (T.O.M. Participation Bank, Hayat Finans Participation Bank) received operating licences from the BRSA.
  2. Participation Finance Guarantee (KFK) company was established.
2022
  1. A cooperation agreement was signed between the Participation Banks Association of Türkiye and the UAE Banks Federation.
2021
  1. Participation Banking Digital Research Report was published.
  2. A cooperation agreement was signed between the Participation Banks Association of Türkiye and the United Nations Development Programme (UNDP).
  3. The Participation Finance Department was established within the Presidency Finance Office.
  4. The Participation Banking Department was established within the Central Bank of Republic of Türkiye (CBRT).
  5. Participation Banking Strategy Document (2021-2025) was updated.
  6. Participation Indices, which were being calculated by Bizim Menkul Değerler, started to be calculated by Borsa Istanbul as BIST Participation 30, 50, 100, All and Sustainability indices as of 12 November 2021. 
2020
  1. Ziraat Participation Bank opened its first overseas branch in Sudan.
2019
  1. Türkiye Emlak Katılım Bank was established as the third public participation bank. As of 2019, there are 6 participation banks;

2018
  1. A "Central Advisory Board" has been established within the TKBB.
  2. A translated work titled Interest-Free Finance Standards has been published.
2017
  1. A cooperation agreement was signed between the Participation Banks Association of Türkiye and the Islamic Development Bank.
  2. An agreement was signed between Istanbul University Islamic Economics and Finance Application and Research Centre and the Participation Banks Association of Türkiye on the translation of publications.
2016
  1. Vakıf Participation Bank was established as the second public participation bank.
  2. The Individual Customer Arbitration Committee was put into practice.
2015
  1. Ziraat Participation Bank was established as the first public participation bank.
  2. Participation Banks Association of Türkiye 2015-2025 Strategy Document was published.
  3. The Interest-Free Finance Coordination Board was established within the ministry to which the Undersecretariat of Treasury reports.
2014
  1. Participation Index Based Exchange Traded Fund was established.
2013
  1. Participation Pension was established.
2012
  1. The Undersecretariat of Treasury issued the first public lease certificate.
  2. The statute of limitations enquiry portal has been put into operation.
  3. Albaraka Türk opened its first foreign branch in Erbil, Iraq.
2011
  1.  Kuveyt Türk issued its first private lease certificate.
  2.  Participation Index was established to operate in Borsa Istanbul.
2010
  1. A data set and statistical database have been established on the web page of the Union.
2009
  1. Participation Banks 2009 was the first publication of the Association in English.
  2. The first Takaful company Neova was established.
2008
  1. The professional regulation decision on television advertisements of banks is regulated.
  2. Banking Code of Ethics was published.
  3. The professional regulation decision on the minimum issues required to be included in credit card agreements and account notification statements and informing the customer has been published.
2007
  1. The Individual Customer Arbitration Committee started to operate.
2006
  1. The Statute of the Participation Banks Association of Türkiye was published in the Official Gazette.
2005
  1. With the Banking Law No. 5411, the title of the institutions in the sector was changed from "Special Finance Institution" to "Participation Bank".
  2. The title of the Association of Special Finance Institutions is changed to "Participation Banks Association of Türkiye".
  3. Anadolu Finans and Family Finans merged to become Türkiye Finans.
2003
  1. The Private Finance Institutions Association Foundation was liquidated and all of its assets were transferred to the Private Finance Institutions Association.
2002
  1. Kuveyt Türk opened its first overseas branch in Bahrain.
  2. Interest-Free Banking, the first publication of TKBB, was published.
2001
  1. The Association of Private Finance Institutions was established.
2000
  1. The Banking Regulation and Supervision Agency was established.
1999
  1. Special Finance Institutions are included in the scope of the Banking Law No. 4389.

  1. Asya Special Finance Institution was established.
1995
  1. İhlas Finance Institution was established.
  2. The Private Finance Institutions Association Foundation was established.

  1. Anadolu Special Finance Institution was established.

  1. Kuveyt Türk Special Finance Institution was established.
1985
  1. Albaraka Türk Special Finance Institution and Faisal Finance Institution started operations.
1984
  1. Albaraka Türk Special Finance Institution was granted an operating licence.
1983
  1. The Council of Ministers Decree No. 83/7506 authorised the establishment of Special Finance Institutions.
