Working Committees

WORKING COMMITTEES

There are a total of 28 working committees within our Association. The list of committees and explanations regarding their duties and responsibilities are given below.


1-) PARTICIPATION INSURANCE COMMITTEE

It carries out activities to work on the requirements of participation banks in the field of legislation and practice related to insurance and private pension solutions, to participate in the work to be carried out in public institutions and organizations and stakeholder institutions, and to exchange views among members.



2-) OPEN BANKING COMMITTEE

Working area, duties and responsibilities of the Committee;

Evaluation of the regulations and rules regarding the flows within the scope of the general operation in our country in the field of open banking, and the formation of sector opinions and suggestions,

Evaluating the practices regarding the business and transactions that banks may implement within the scope of open banking and taking necessary actions,

Examination of international examples of open banking and evaluation of Turkish applications and adaptations,



3-) ORGANIZATIONAL DEVELOPMENT COMMITTEE

Organizational Development Committee Duties and Responsibilities

Evaluation of trends and models in participation banking organizational development issues, consultation of different methods,

Evaluation of changes in legislation within the framework of organizational development issues,

Consultation of other issues within the framework of organizational development activities of participation banks that can be evaluated on a common platform,

Discussion of the issues raised by the Committee participants,

 

Rules for Appointment of Committee Representatives

It is sufficient to have at least unit manager or executive level representatives on the Committee.

Our members who want the relevant Assistant General Managers to have direct access to the matters to be communicated to the Committee may include the Assistant General Managers in the Committee. However, there is no obligation.

You may also include titles other than Unit Manager and Manager in the Committee. However, it is important that committee representatives authorized to take decisions attend the meetings.  



4-) FOREIGN TRADE AND CAMBIO COMMITTEE

It is aimed to share information on foreign trade and foreign exchange operations and implementation experiences of participation banks, to determine the needs regarding implementation and legislative arrangements, and to work on applications to be made to public institutions and organizations or other stakeholders regarding these needs.



5-) PRODUCT DEVELOPMENT/MANAGEMENT COMMITTEE

In order to implement the main strategic objectives of participation banking, it works to develop products in accordance with the principles and standards of participation banking, to identify and manage the needs of the products currently used, and to make applications to public institutions and organizations.



6-) LEGAL COMMITTEE

The Association prepares reports to be submitted to the Board of Directors in order to form the Association's opinion on the legislative regulations prepared and submitted for the Association's opinion by the Banking Regulation and Supervision Agency, the Central Bank of the Republic of Turkey and other ministries and institutions, as well as the regulations proposed by the Association, discusses the legal problems conveyed to the Association by banks or third parties and prepares opinions.



7-) MASAK COMMITTEE

It carries out studies to evaluate the practices of our country within the framework of the Law on Prevention of Money Laundering, the Law on Prevention of Laundering Proceeds of Crime and the relevant sub-regulations of the Financial Crimes Investigation Board (MASAK), to form opinions and to participate in the studies to be carried out with stakeholder institutions on these issues.



8-) INVESTMENT FUNDS COMMITTEE

It carries out studies on the determination of the criteria to be established for the determination of the mutual funds to be intermediated in the purchase and sale of participation banks and periodically audits them. As a result of the studies carried out, it publishes the list of funds that are deemed suitable for trading. It ensures the necessary controls regarding the funds to be included in or excluded from the list.



9-) FINANCIAL AFFAIRS

It works to carry out studies on tax regulations, financial affairs, accounting issues and practices prepared by public institutions, and to evaluate and negotiate the regulations to be prepared by our Association together with the opinions of the sector, and to present them to the Association management.



10-) LEGISLATION COMMITTEE

It works to evaluate and negotiate the draft regulations prepared by public institutions together with the views of the sector and to submit them to the Union administration. The Committee is composed of deputy general managers responsible for finance.



11-) STRATEGY COMMITTEE

It works to contribute to the studies to be carried out in order to determine the basic strategic goals of participation banking.  



12-)SUSTAINABILITY COMMITTEE

Efforts to manage the transparency and traceability of environmental and social activities of banks in a more systematic manner are managed through different organizational structures under the title of "sustainable banking". Based on these efforts, it is envisaged that binding regulations will be introduced into the legislation in the coming period, and it is considered important for the members of our Association to follow the issue and participate in the efforts. The Committee has been established to carry out studies in this context, to exchange views among banks and, where necessary, to hold meetings with the relevant administrative authorities or to make applications.



13-) DIGITAL BANKING COMMITTEE

It carries out studies for the development of digital banking applications and services of participation banks, determining the main strategies in this regard and identifying the areas needed in the legislation. The Committee was established to carry out studies in this context, to exchange views between banks and, where necessary, to hold meetings with the relevant administrative authorities or to make applications.



14-) RISK MONITORING COMMITTEE

It works to form opinions of the sector in the fields of risk monitoring, credit monitoring and collection, to share information on implementation experiences and to determine the needs of the sector regarding the Regulations, Board Decisions, Communiqués and Guidelines, which are the sub-regulations of the Banking Law on these issues, and to make applications to the relevant public institutions.



15-) LOAN ALLOCATION COMMITTEE

It works to formulate sectoral opinions requested in the field of credit policies and credit allocation, to share information on implementation experiences and to determine the needs of the sector regarding the Regulations, Board Decisions, Communiqués and Guidelines, which are sub-regulations of the Banking Law on these issues, and to make applications to the relevant public institutions.



16-) CREDIT OPERATION COMMITTEE

It works to formulate the sector's views on the operational processes of participation banks at the fund disbursement stage, to share information on implementation experiences on these issues, and to determine the needs of the sector regarding the Regulations, Board Decisions, Communiqués and Guidelines, which are sub-regulations of the Banking Law on these issues, and to make applications to the relevant public institutions.



17-) TREASURY AND CAPITAL MARKET PRODUCTS COMMITTEE

It is aimed to share information on treasury and capital market products and implementation experiences of participation banks, to determine the needs regarding product applications and legislative regulations, and to work on applications to be made to public institutions and organizations or other stakeholders regarding these needs.

 


18-) CORPORATE COMMUNICATION COMMITTEE

Participates in activities related to corporate communication within the PBAT. It consists of corporate communication unit managers of participation banking.



19-) HR COMMITTEE

It works as an advisory commission to develop the common strategy of participation banking in the field of human resources and in HR activities carried out by the PBAT. The committee consists of deputy general managers or directors of participation banks.



20-) EDUCATION COMMITTEE

It develops a common training strategy in the field of training activities of the PBAT and works as an advisory commission in the training activities to be carried out by the PBAT.



21-) PARTICIPATION BANKING COMPLIANCE COMMITTEE

It is aimed to carry out studies on the compliance of participation banks with the standards published by the Advisory Board of our Association and participation finance regulations published by other public authorities, especially the Banking Regulation and Supervision Agency, and to carry out studies regarding the applications to be made to the relevant authorities in this regard.



22-) FINANCIAL INSTITUTIONS COMMITTEE

It takes part in studies to be carried out in the field of international banking and correspondent relations. The Committee consists of financial institutions unit managers of participation banks.



23-) PAYMENT SYSTEMS COMMITTEE

It works to apply to public institutions and organizations in the field of Bank Cards and Credit Cards Law and sub-regulation amendments, determination of the needs, if any, related to these regulations and the problems experienced in practice, as well as legislation and practice related to banking channels such as ATMs, POS, etc. It participates in the studies to be carried out in stakeholder institutions and organizations on these issues and shares information on implementation experiences.



24-) OFFICIAL REPORTING COMMITTEE

The Committee carries out studies on the needs, hesitations or requests arising within the framework of the reports that participation banks are obliged to officially report. It transmits to the Association the statistical information available on the Association's website, which enables the public to be informed.



25-) BANKING OPERATION COMMITTEE

It works on all issues under banking operations (Cheque, Clearing, Settlement, Swift, EFT, etc.) in order to form opinions of the sector, to share information on implementation experiences, and to determine the needs of the sector regarding the Regulations, Board Decisions, Communiqués and Guidelines, which are sub-regulations of the Banking Law on these issues, and to make applications to the relevant public institutions.



26-) FRAUD COMMITTEE

The Committee consists of representatives of participation banks operating within the scope of security practices and fraud prevention in banking. The Committee is expected to analyze the fraud methods and types of fraud encountered in Turkey and in the world, create case scenarios, conduct studies on fraud protection methods that can be addressed for banks and individuals in the coming periods, share good practice examples and cooperate in different areas.



27-) MARKETING COMMITTEE

Conducts studies on the fees charged to customers in accordance with the regulations on fees and commissions published by the CBRT. Conducts studies on legislative or practical issues that fall within the duties and responsibilities of the Marketing business family and works on applications to be made to the relevant public administrations on these issues.



28-) RISK MANAGEMENT WORKING COMMITTEE

It works to determine the needs, if any, regarding the regulations on banks' risk management (operational risk, market risk, interest rate risk, etc.), capital adequacy, etc., and to apply to public institutions and organizations about the problems experienced in practice and these issues. It participates in the studies to be carried out in stakeholder institutions and organizations on these issues and shares information on implementation experiences.

PRINCIPLES AND PROCEDURES OF WORKING COMMITTEES MEETINGS

(It was accepted by the Decision of the Board of Directors dated 30/06/2021 and numbered 306.)

 

Purpose and Scope

Article 1 - The purpose of this regulation is to regulate the principles and procedures of the meetings of the working committees established under the coordination of the Participation Banks Association of Turkiye and consisting of representatives of participation banks.

Formation of Working Committees

Article 2 - Working committees (Committees) are established to serve under the coordination of the association on a permanent or permanent basis at the request of the participation banks in this direction and / or if the General Secretariat of the Association (Secretariat) deems it necessary.

It is essential that a representative of each participation bank takes part in the committees, and the Committees are formed with the participation of a number of representatives of participation banks deemed appropriate by the Secretariat. The representatives to be selected by the banks to serve on the committees must serve at least in the titles of unit manager or equivalent and have sufficient knowledge and experience in their fields.

January every year, at the ordinary meeting to be held in January, the members of the Committee elect one member from among themselves Decently as the chairman and the deputy chairman for a one-year term.

The representatives of the banks participating in the committees shall notify the Secretariat of the change of the committee representative of the participation bank and the contact information of the new committee representatives in all cases where their relationship with the committee is terminated, including, but not limited to the cases when they leave their positions in the member bank, transfer to a different unit from the relevant committee's area of duty.

Invitation to The Meeting

Article 3 - Committees are invited to a meeting by the Secretariat directly or at the request of at least one of the representatives of participating banks. The Secretariat may call the committees to a meeting or request opinions if it deems necessary.

The request for a meeting to be held by representatives of participation banks is forwarded to the Secretariat together with the grounds. If the request is deemed appropriate, the relevant working committee is called to a meeting by the Secretariat.

The date and agenda of the meeting shall be notified to the representatives of the working committee by the Secretariat a reasonable time before the date of the meeting.

 

The participation form submitted online by the Association is filled out by each participation bank representative who will attend the meeting.

Meeting of the Committee

Article 4 - The working committee meeting is held at the place, date and time specified in the meeting invitation to discuss the issues/ issues on the agenda. It is essential that every bank representative on the committee attends the meetings. The bank representative may appoint a proxy to attend the meeting in exceptional cases and on the condition that it does not provide continuity. The deputy must be serving at least in the title of manager or equivalent, have sufficient knowledge and experience in their subjects and have the authority to make decisions. Participation banks whose representatives do not attend meetings without any reason are reported to the members at the Board of Directors meeting held every month.

The meeting is chaired by the president who has been elected in accordance with Article 2 of this regulation. In meetings where the president is not present, this task is performed by the deputy president.

The “MEETING PARTICIPATION FORM” in Oct. 1 is filled in by the participants of the meeting.

Preparation of Meeting Minutes 

Article 5 - The issues / issues discussed at the meeting and the results reached are recorded by a representative to be selected from among the participants of the meeting and a sample approved by the representatives is delivered to the Secretariat by the chairman of the committee together with the “MEETING PARTICIPATION FORM” specified in article 4. Dec.

Sub-Working Groups

Article 6 - Sub-working groups are established to perform permanent or permanent duties under the coordination of the Committees at the request of the committee representatives in this direction and/or at the request of the Association Secretariat.

It is essential that a representative of each participation bank take part in the sub-working groups. The representatives to be elected by the banks must serve in at least executive or equivalent titles and have sufficient knowledge and experience in their fields.

The procedures and principles in this regulation are also applied comparably for the sub-working groups.

Enactment

Article 7 - This regulation shall enter into force on the date of the Decision of the Board of Directors of the Association.

Execution

Article 8 - The provisions of this regulation shall be executed by the Secretariat.
