Prof. Dr. Ertuğrul Boynukalın was born in Balıkesir in 1966 and is originally from Karaman. He completed his undergraduate studies in 1989 in the Department of Jurisprudence at the College of Shari'ah, Imam Mohammad Ibn Saud Islamic University. He received his master's degree in 1992 and his PhD in 1999, both in Islamic Law, from Marmara University's Institute of Social Sciences.
Between 1999-2001 and 2005-2012, he worked as a researcher at the Türkiye Diyanet Foundation's Centre for Islamic Studies (İSAM). He was promoted to associate professor in 2012 and professor in 2018. In the same year, he joined the Department of Islamic Law at Marmara University's Faculty of Theology as a faculty member. In 2019, he was appointed founding director of the newly established Institute of Islamic Economics and Finance at Marmara University, a position he continues to hold.
From 2020 to 2025, he served as a member and Vice Chairman of the Advisory Board of the Participation Banks Association of Türkiye (TKBB). Since 2024, he has also served as a member of the Shari'ah Board of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI).
With effect from 1 July 2026, he was appointed Chairman of the Central Advisory Committee (CAC).

Prof. Dr. Hacı Mehmet Günay was born in the Doğankent district of Giresun in 1966. He graduated from Marmara University Faculty of Theology in 1988 and received his master's degree in 1991 and PhD in 1997 from the Department of Islamic Law at the University's Institute of Social Sciences. He was promoted to associate professor in 2003 and professor in 2009.
His academic career began in 1993 as a research assistant at Sakarya University Faculty of Theology. He joined the same faculty as a faculty member in 1998 and served two terms as dean between 2011 and 2016. As part of his academic work, he conducted research in Syria and served as a visiting faculty member at the Islamic Institute in Sofia, Bulgaria, and at Cyprus Social Sciences University. In October 2025, he joined the Department of Islamic Law at Ibn Haldun University's School of Islamic Studies, where he currently serves as a faculty member and dean.
Between 2019 and 2023, he served as a member of the High Board of Religious Affairs of the Presidency of Religious Affairs. Since 2021, he has also served as a member and Deputy Chairman of the Board of Directors of the Halal Accreditation Agency.
With effect from 1 July 2026, he was appointed Deputy Chairman of the Central Advisory Committee (CAC).

Prof. Dr. Ahmet Yaman graduated from Marmara University Faculty of Theology in 1989 and subsequently completed his studies at the Istanbul Haseki Training Centre of the Presidency of Religious Affairs in 1992. He received his master's degree in 1991 and PhD in 1996, both in Islamic Law, from Marmara University. He was promoted to associate professor in 1999 and professor in 2005.
Between 1992 and 2010, he held academic and administrative positions at Selçuk University Faculty of Theology. From 2010 to 2013, he served as the founding dean of Akdeniz University Faculty of Theology. He served two terms as a member of the High Board of Religious Affairs of the Presidency of Religious Affairs between 2011 and 2020, and as a member of TKBB's Advisory Board between 2018 and 2026. He currently serves as a faculty member at Necmettin Erbakan University Faculty of Theology.
With effect from 1 July 2026, he was appointed a member of the Central Advisory Committee (CAC).

Assoc. Prof. Dr. Mustafa Çakır was born in the Of district of Trabzon in 1986. He graduated from Ankara University Faculty of Theology in 2008. He received his master's degree in 2014 from the Department of Qur'anic Exegesis at Atatürk University's Institute of Social Sciences, and his PhD in 2018 from the Department of Islamic Law at Ankara Yıldırım Beyazıt University's Institute of Social Sciences. He was awarded the title of associate professor in Islamic Law in 2024.
He began his professional career as an imam-khatib and completed advanced religious training at the Rize Mufti Yusuf Karali Religious Higher Specialisation Centre between 2009 and 2012. He served as district preacher in Şalpazarı, Trabzon, from 2012 to 2013. In 2013, he was appointed Assistant Expert at the High Board of Religious Affairs of the Presidency of Religious Affairs and became an Expert at the Board in 2016. In 2025, he was appointed a member of the High Board of Religious Affairs by Presidential Decision, a position he continues to hold.
With effect from 1 July 2026, he was appointed a member of the Central Advisory Committee (CAC).

Ali Şentürk graduated from the Department of Public Administration at Istanbul University's Faculty of Political Sciences. He supplemented his professional development through various training programmes, particularly in leadership, coaching and performance management.
With more than 30 years of experience in banking and finance, Şentürk began his career in 1989 at Albaraka Türk Special Finance Institution Inc. He held various roles in leasing, credit marketing, financial analysis and financing. From 1996 to 2000, he worked as a budget and finance manager in the private sector, managing financial planning and budgeting processes for holding companies and other non-financial companies.
Between 2000 and 2021, he served as a branch manager at Asya Finans and Kuveyt Türk Participation Bank, with managerial responsibility for sales, lending, operations and customer management. He currently serves as Deputy General Manager for Financial Affairs at Yeni Anadolu Mining and Technologies Industry and Trade Inc., where he is responsible for financial management, budgeting, financial control and risk management.
With effect from 1 July 2026, he was appointed a member of the Central Advisory Committee (CAC).

Ercan Hatipoğlu graduated from the Department of Business Administration at Uludağ University's Faculty of Economics and Administrative Sciences. He later completed a non-thesis master's programme in Business Administration at Bandırma Onyedi Eylül University's Institute of Social Sciences.
With more than 30 years of experience in banking and finance, Hatipoğlu began his career at Kuveyt Türk Participation Bank Inc. in 1993. He held various roles at the bank's Konya and Mersin branches and later assumed managerial responsibilities in operations, foreign exchange, restructuring and branch banking. He subsequently served as a branch manager in various regions at Türkiye Finans Participation Bank Inc., with responsibility for sales, marketing and customer relationship management.
Hatipoğlu continued his career within Ziraat Bank and Ziraat Finance Group, holding management positions in "entrepreneurial and corporate marketing" and branch banking. He also contributed to the establishment and organisational development of Ziraat Participation Bank Inc., including the formulation of marketing policies, product development, customer and branch segmentation, and branch network strategy. From 2016 to 2024, he served as Branch Manager at Ziraat Bank's Halaskargazi and Bahçekapı branches in Istanbul, after which he retired. He currently serves on the boards of companies operating in the industrial and manufacturing sectors.

Mustafa Balcı graduated from Istanbul University Faculty of Business Administration in 1985. He pursued graduate studies in participation banking and finance and completed a thesis-based master's degree in International Finance and Comparative Participation Banking at Istanbul Sabahattin Zaim University in 2020.
He began his banking career at Kuveyt Türk Participation Bank Inc. in 1989, serving in accounting, branch management and senior management roles. He later served as a branch manager, regional manager and senior executive at Türkiye Finans Participation Bank Inc. From 2015 to 2017, he was Head of the Operations Department at Vakıf Participation Bank Inc. Between 2017 and 2025, he served as a Board Member at the Banking Regulation and Supervision Agency (BRSA).
With effect from 1 July 2026, he was appointed a member of the Central Advisory Committee (CAC).
